This Environmental and Social Management Framework (hereinafter referred as “the Framework or “ESMF”) is prepared for addressing environmental and social safeguard issues in “Distribution System Upgradation and Expansion Project (DSUEP) of NEA. The ESMF sets out the principal, rules, guidance, steps, responsibility and procedures for assessing and addressing environmental and social risks and impacts as part of the process of preparation of the sub-projects (33/11kV) substations and distribution line) to be implemented under DSUEP through the support of international financing institutions (IFIs). Likewise, the ESMF aligns with environmental and social provisions of the Government of Nepal (GON) and constitutes a common framework for environmental and social (E&S) safeguard provisions of the Asian Infrastructure Investment Bank (AIIB) and the European Investment Bank (EIB), collectively called the “Financiers.”

Nepal Electricity Authority Distribution and Consumer Services Directorate Distribution System Upgrade and Expansion Project Durbar Marg, Kathmandu Invitation for Expression Of Interest (EOI) The first date of publication: 29 July 2021 1. The Distribution System Upgrade and Expansion Project (DSUEP) invites Expression of Interest (EOI) from eligible consulting firms (“Consultant”) to provide the consulting services as Project Supervision Consultant (PSC) for DSUEP’s subprojects (including construction of 33 kV lines, 33/11 kV substations, 11 kV lines, and various LT structures) funded by European Investment Bank (EIB) under the Loan No. 91355. 2. The estimated total Man-Months (MM) required is 140.21 MM including 22.39 MM from International Experts, and 117.82 MM from National Experts over the period of 24 months. 3. EOI will be assessed based on Qualification [40 percent], Experience [50 percent], and Capacity [10 percent] of consulting firm and key personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal. 4. Expressions of interest shall be delivered manually or via email on or before 12:00 on 21 August 2021.
